South Africa’s Department of Mineral Resources and Energy has introduced the draft South African National Petroleum Company (SANPC) Bill after the National Assembly passed the Upstream Petroleum Resources Development (UPRD) Bill. The UPDR Bill aims to separate petroleum provision from mineral provision, creating two distinct legislative frameworks. The SANPC, a new state-owned company, will be formed by merging three existing entities and will manage the state’s 20% carried interest in all petroleum rights. The SANPC’s objectives include being an “energy champion” and facilitating energy infrastructure across various sectors.
